How It Should Work

There must be a unified citizen and legal entity layer with source-of-truth attribution by field — surname from civil registry, address from address registry, tax status from tax. Each agency publishes its field updates to a shared stream; others consume. Life events (birth, marriage, death, relocation) trigger update chains automatically. Citizen sees their record in a portal and can correct it through an established process. Data use consents are granular and managed. Biometrics is a mandatory identification key for sensitive operations.

I review the current discrepancy picture, design the target model, and help in political negotiations between agencies on sources of truth. This is the hardest part — each agency defends 'its data' as an asset. Without government-level support the project gets stuck in the first coordination phase. I prepare the case for the prime minister or vice-premier overseeing digitalization.
