Life-event orchestration: a state that reacts to events

Citizen has a child → state automatically: birth registered, mother pre-approved for maternity payments, child registered in health, school queue updated. This is not automation of existing forms, it is redesign.

What it is

Citizen does not file a “birth application”. The state receives event from maternity hospital → triggers cascade of automatic actions:

  • Birth registration in MVD.
  • Mother maternity benefits — eligibility evaluated, payment scheduled.
  • Child added to SOLIQ (for tax purposes).
  • Child registered in health system.
  • School waitlist position assigned.
  • Documents (certificate, child’s tax ID) prepared.

Single citizen action: confirm name, address. The rest — automatic.

Other life events

Marriage. Job change. Relocation. Business start. Child enters school. Retirement. Death (estate handling).

Each — cascade of actions across agencies.

What is needed

Event detection in each upstream system (maternity hospital publishes birth event).

Government event bus consuming events.

Orchestration layer — workflow per event type.

Per-agency consumers — each action.

Citizen confirmation interface — proactive notification, not request.

Where it usually breaks

Event detection sporadic — some events captured, others not.

Orchestration without stewardship — workflow stale.

Agency not ready to accept event — manual step still required.

Citizen confirmation absent — actions taken without consent.

What the state gains

Citizen experience transformed. “I had a child, the state already knows”.

Operational cost falls. Proactive automation cheaper than reactive paperwork.

Trust rises. State demonstrates competence.
